不赞同高教部认为不应著重大学排名,刘华才冀大学校长通过公投选出


民青团总秘书刘华才博士今日发表文告针对泰晤士高教增刊全球200强大学排行榜出炉,马来西亚尽管有逾200间大学,一间也挤不进榜內,而高等教育部部长拿督斯里莫哈末卡立却表示,不应着重大学排名和不能单靠各项国际大专的排名来衡量本地大学的表现及水准。民青团对部长的言论感到遗憾也不赞同,并认为我国大学在国际排名的表现是衡量大学水准其中一项重要的指标,不能完全置之不理,而且国际排名也是我国大学能否吸引更多海外学生前来我国留学的其中一项重要因素。
"我国的大学每年在国际各项排行榜的表现几乎都被议论纷纷,尽管政府作出许多的努力来改善大学的硬软设施,但我国的大学在国际上的排名并没有显著的提高。尤其是理科大学自2008年被选为APEX顶尖大学,并计划在5年内挤入全球200强排名和在2020年上榜50大,但至今政府已经注入不少的资金和额外拨款来提升大学的硬软设施,但却不见全球大学排名有理大的份。我认为理大校方有必要在这方面做出交代及解释,更重要的是他们即将采取什么更好更创新的措施来提升大学的素质。"刘华才表示。      
"我认为一所大学的灵魂人物校长扮演着举足轻重的角色,而一所大学的整体表现也关乎校长的领导能力。目前我国的国立大学校长都是通过高教部委任,我认为我们可以考虑效仿其他国家,校长可以由学校内教职员、学生、甚至校友会一起投票选出。这样通过公投的方式,我觉得在任何方面都较令人信服。" 刘华才补充。
对此,他希望高教部能高度关注我国大学在国际上的排名和表现,也加以考虑校长公投的建议和其可行性。

Gerakan Youth Secretary General, Dr Dominic Lau Hoe Chai disagreed and was disappointed with the remarks of the Minister of Higher Education, Datuk Seri Khaled Nordin that the world university ranking is less important towards local universities.
"I am saddened with the remark of our minister towards this issue. As an academician myself, I think that the ranking of our university plays a role in determining or become a benchmark of our performance. Besides, the ranking of our university will be a vital point in attracting foreign students to our shores," said Dr Dominic Lau, who is also the UCSI Associate Professor.
He said that despite the government has allocated a huge amount of resources every year towards the improvement of our public universities; they fail to emerge in the top 200 of the Times list. Such an example put on Universiti Sains Malaysia (USM) where it has been selected as an Apex university in 2008 with an objective of breaking into the top 200 in 5 years and by 2020, USM aimed to be in the top 50 in the world.
Lau also commented that since the government has provided massive funding for the improvement of USM, the university owed the public an explanation on its plan and innovative ways to improve their standard. He further commented on the important role of a university vice-chancellor on leading it towards a better performance.
He suggested that the current system of appointing the public universities vice-chancellor should be replaced with one which has been elected into office by the university staff, students and alumni as it has been practiced by other countries.
"By having an elected vice-chancellor, I think it is a good way of convincing the public that the vice-chancellor is truly capable of leading the university. Therefore I hope that the Ministry of Higher Education can pay attention to this matter by taking heed of our advice and suggestions."
